The Department of Defense established the Navy's Installation Restoration (IR) Program in 1986 to identify, assess, characterize, and clean up or control contamination from past hazardous waste-disposal operations and hazardous materials spills at U.S. Navy and Marine Corps installations. The program was developed to comply with federal requirements regarding cleanup of hazardous waste sites. These federal requirements are outlined in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended in 1986 by the Superfund Amendments and Reauthorization Act (SARA). The IR Program on Marine Corps Air Station (MCAS) Miramar is a division of MCAS Miramar's Environmental Department and is managed by the Environmental Department in coordination with Naval Facilities Engineering Command Southwest (NAVFACSW).

Community Outreach
In December 2007, an updated Community Relations Plan (CRP) was developed for MCAS Miramar's IR Program. This web site was established as an overview of the IR Program at MCAS Miramar in response to feedback received during the CRP. Additionally, this site will provide summative updates on IR Program documents, including newsletters, fact sheets and the December 2007 CRP.

MCAS Miramar's IR Program began in 1984. Since that time, 18 potentially contaminated sites were identified on the base.

There are currently seven active IR Sites in MCAS Miramar's IR Program.
